edit reason post not working

Tried it with IE and Google Chrome
Maybe i have settings wrong, but cant get it to work
see screenshots how the setting is

result is empty, its shows you need to do a reason but after edit and make a reason its not showing

If the owner of the site edits the post the edit history is hidden by default.

Thank you for your feedback, but i did post with test accounts, no owner at all, and its not visible (or it is IP based?)
Have set Moderator must edit reason, login with a test account with moderator options, edit the post of the normal account, switch back to normal account to read edit reason, and it is blank, no reason to be read at all

Both account is controlled by me, same ips ect
