I suspect it would be due to your site being a free site plan. My .enjin site has the option for SSL after the language tab in that menu you posted (or even a lock icon stating you can set SSL at the top).

Outside of that, I would send a support ticket to get a response.

So how would we see the dev options to enable ssl?

that option doesnt exisit for me even on the ultimate plan
